Seneca Waterways Council (SWC) is a local council of the Boy Scouts of America that serves youth in Ontario, Wayne, Seneca, Yates, and Monroe Counties in Western New York. ==Organization== The council operates the Scout Servicenter at 2320 Brighton- Henrietta Town Line road, Rochester NY.
